In this report, the four CitizEE pilot projects (Portugal, Belgium, Croatia and Lithuania) evaluated the appropriateness of using certain Structured Financial Solutions versus others. In doing so, they were guided by the document "Map of Structured Financial Solutions for Citizen Financing Schemes for Energy Efficiency", which was developed within the CitizEE project to support the selection of Eligible Public Financing Instruments.

This guidance document aims to help CitizEE Pilot Regions to select a suitable Public Financing Instrument (PFI) to be set-up to support the development of their CFs4EE Financing Scheme for Energy Efficient Buildings. The document explores the different existing Public Financing Instruments (PFIs) that the CitizEE Pilot Regions can implement to build their CFs4EE Financing Scheme, with the objective of launching large scale investment program in the energy renovation of buildings and attracting greater levels of private‐sector investments, including Citizen Funding.

Legal & regulatory investment framework analysis

This report is a compilation of the initial situation, the planned activities as well as the opportunities and difficulties of CitizEE’s four pilot regions Portugal (GOPARITY), Belgium (VEB), Croatia (REGEA) and Lithuania (VIPA). The result is a comparing overview of the current state from a legal point of view. In order to achieve a detailed view on the cases the report was written in close cooperation with the partner countries as well as with ECN and ENERGINVEST. With the help of a questionnaire, follow-up questions and discussions it was possible to not only finalise a legal and regulatory analysis but to also get an impression what other relevant aspects for the pilot regions do exist.

As part of CitizEE project results, this report describes what EFSI-backed Investment Platforms are and how CitizEE H2020 project pilot regions can access the funds provided by the European Fund for Strategic Investments (EFSI) in order to set-up such investment platform to support the funding of their CFs4EE Financing Schemes.

Master Plan for the establishment of Investment Platforms

CitizEE has published its Master Plan for the establishment of Investment Platforms. The aim of this Master Plan for the establishment of Investment Platforms is to provide CitizEE Pilot Countries/Regions a synthetic input about the practical implementation of the Investment Platforms within the CitizEE project Working planning. The structuring of the Master Plan is based on the analysis of the current EU legislation and policy documents regarding Investment Platforms under EFSI 2015-2020 framework, ESIF 2014-2020 operational program and as far as possible on the first experiences of existing Investment Platforms.
